The program required new offices on a small empty lot bordering on residential properties less than one block from Leesburg’s town hall.  At such a sensitive location in an historic district size, scale, massing, windows and doors, materials, and detail are of paramount importance.  We selected an overall form that was both reflective of neighboring properties and the town hall.
